Carry Ponds Association 2020 Annual Meeting

President Walter Purda kicked off the meeting at 10:10, welcoming those in attendance and reviewing the proxy ballots delivered to ensure a collective quorum was present.

 

Treasurer’s Report- delivered by Paula Ferguson

            *$15,150 in Total Road Assessment Billing for 2020 split 56% West, 44% East

*$16,406.10 in available funds

*Reserve funds for contingency ($5k) & administration ($0.5k) were approved by the CPA Board of Directors on 6/27/20

*$10.5K available for 2020 road maintenance

 

CPA Roads Reports

            *Jim MacLeod (retiring):  West roads are pretty good- special thanks to Ted Gradie for all of his volunteer time and effort

1.    Dickson Rd 800ft of road improved- $3k

2.    Storey Rd up the hill from the Wright’s, waterbars still need to be re-installed- $3k 

3.    Washouts from recent storms need to be addressed

4.    Volunteer day established for Saturday, August 15, from 8-12

            *Stan Giguerre: East roads are in good shape!

            *Ted Gradie: Boise Rd haeen deteriorating and required repair- lots of volunteer help, 24 loads of gravel, new ditches, new culverts improved 870 ft of road

            *WCP Boat Ramp status- still needs shore work, no funds available this year

            *Spring Road Gate relocation- recommendation to move the gate further up the hill to flatter ground to avoid cars and people slipping on ice during the fall and winter seasons.  Gate fabrication $500, Leo Bean offered to donate labor and remaining materials.  Tabled to better understand true cost

            *WCP Bridge in need of repair- discussion of necessary materials- recommendation to move from 3in pressure treated boards to 4in

 

Keeper of the Keys- John Dipierro

            *8 new pins

            *Double locks in use on the Mountain Road Gate with separate keys for CPA and Dirigo

            *Consistency of locks on all gates, question posed on the purpose of gates and locks

                        -550 total keys exist with up to 27 to one owner.  $2k expense to change the locks.  Should we establish a progressive cost scale based on the number of keys to each owner?  John will summarize and post a proposal of a change in policy

            *will contact Dirigo to inquire if the second lock is still needed if they are not intending further work in the near future

Old Business

*911 Update- distributed magnetic instructions to members present.  Remaining cards will be sent with annual assessments in January

*WCP Dam Maintenance- lots of volunteer efforts to repair

*Dirigo Timberland- new work on the horizon

*Procedure for adding and subtracting CPA members- survey to be delivered with annual assessment requesting notification of ownership change or transfer of property

 

New Business

*Overview of CPA roads, maintenance costs, need for gravel

*Discussion on increasing annual dues

*Importance of our volunteer base and unsung contributions

*Recommendation to complete all annual road work by June 1- the timing of work depends on budget which is not approved until spring director’s meeting in late June.  Will target end of July to complete annual improvement efforts, but also heavily dependent on road conditions
