ANNUAL MEETING

WEST CARRY POND DAM
SITE
12:45PM. The 2018 annual meeting was called to
order by President Walter Purda.
President Purda thanked Elizabeth Smith and
Elizabeth Bridges for organizing the noon meal. Technical Tent Adviser, Art
Bridges and the tent crew comprised of Jim MacLeod, Sr., Jim MacLeod, Jr., Stan
Giguere and Bob Smith were recognized for erecting the tent. Steve Sperry was also recognized for providing
the tent as he has done for many years. A special thanks to Carrie and Leo
Beane for the use of the dam site.
Treasurer’s report--- Wanda Calder
- The 2018
net worth of the CPA is $24,645 with no outstanding liabilities.
- The
contingency fund has been restored to $5000. The contingency fund
covers:
Cost of
bridges, gates, vandalism, roadside mowing, annual meeting and
emergency road repairs.
- The key
account is self- sustaining. Extra keys are sold for $10 each to
cover costs.

billing for 2018 was $15,000. All dues have been paid.
- A copy of the seven month balance sheet was
handed out at the meeting.

The
Treasurers report was approved as read.
Secretary’s report --- Norm Kalloch
-The
minutes of the 2017 annual meeting were approved as read. The 2017
annual
meeting lacked a quorum to elect officers and directors.

and directors as authorized by CPA the
by-laws were read.
Keeper of the Keys--- John DiPierro
- 503
keys have been issued, of this number 23 have been issued to service
providers
such as: emergency responder's, game wardens, Maine
Forest
Service, Valley Gas, etc.

Property owners desiring access to Otter Pond to fish should contact Stan
Giguere for a key to the back gate (the gate beyond the gravel pit on
the
south side
of Otter Pond.)
- Keep
the gates closed behind you; that is the reminder from the Keeper of
the Keys.
Please do not leave the padlock hanging on the post anticipating
there is
someone coming along behind you, nor leave the gate open for a
friend.
Road work has been completed and the roads inside the gates are now in
good shape. The Mountain Road still needs work
once the weather
cooperates. The gravel used to repair the East
sides roads was donated
by Dirigo Timberlands.
West Road Commissioner report--- Jim MacLeod
Road work in the west is
nearly complete. Leo and David have installed
three culverts, and have done extensive ditching. Jim reports the West

road system is in good condition.
President’s Report--- Walter Purda
- Gate
issues/ Dirigo Timberlands. Dirigo has
completed logging for now,
and the gates have returned to one padlock. Dirigo has
kindly offered the
CPA the use of gravel from their pit. President Purda has
given Dirigo
three CPA keys.
The
consensus of the membership was to keep the gates locked in the winter
as a way to
help prevent vandalism and transient snowmobile traffic.
No brush dumping sign/Wagner Timberlands
Wagner
has denied the CPA permission to dump brush across from the Peter
and Sandy Bryant camp at West Carry Pond. A ’No
Dumping’ sign was
posted by Wagner last fall. President Purda has had
several discussions
about the situation,but
in the end Wagner declined our request to continue to use the site for the disposal of
brush only.
Privacy issues/Storey Road
David
and Michelle Clock, new owners of the former Bill Carter property
on the Storey Road at West Carry Pond, have placed a
rope barrier at the
beginning of their lot to prevent vehicles and walkers from going
further on
the road. A motion was made and
approved that the CPA seek legal opinion
as to the
status of the CPA right of way though the Clock property, not to
exceed $1000.
Improvements to the Outer Dickson Road.
Ted
Gradie and several donors have contributed funds to the improvement
of the
outer Dickson Road. The membership
thanks these individuals for
doing this road work
at their own expense.
ATV Cards for CPA members
After a brief discussion it was voted to not to reissue ATV cards. If in
the
future access to the CPA road system becomes an issue the distribution
of ATV cards will be revisited.
Paul Belanger reported that he had spoken to
Kendall Bonin about leaving the wire barrier down at his shore lot on West
Carry Pond for the winter months. Snowmobiler's traveling the west end of the
pond are encouraged to exit/enter the lake at this point to and from the Storey
Road. Paul will drop the wire after deer hunting season. Thanks goes out to
Kendall for allowing this.
