Meeting
August 6, 2016
West Carry Pond Dam Site
The meeting
was called to order at 1:00PM by President Sandy Runyon.
Approximately,
38 landowners were in attendance plus families and guests.
President
Runyon thanked MaryEllen Royce for the delicious meal she prepared for the
membership.
Secretary
Kalloch asked for additions or omissions to the August 1, 2015 annual meeting
minutes that were sent out to all property owners along with the agenda. Being none, it was motioned and seconded the
minutes be accepted as written. Motion approved.
Treasurer,
Wanda Calder passed out and reviewed the latest financial statement. Total income from January through July was
$15,630.01. Total expenses for this
period was $13,100.31 of which the east spent $5.857.50 on road maintenance and
the West $6784.53 on road maintenance and $458.28 for office supplies, postage,
etc. Balance remaining after interest
income 2,537.61. It was motioned and
seconded that the Treasurers report be accepted as presented. Motion approved.
Keeper of
the Keys, John DiPierro recognized the contributions of the Road Commissioners
and volunteers for their work on maintaining the roads. As he will be away for much of the winter,
John suggested anyone needing additional keys to contact him via his cell
phone. His phone number is available on
the CPA blog.
John
reminded the membership that he is responsible for locks and keys only. If there are issues with the gates people
need to contact the following individuals:
East, Stan Giguere, West: Jim MacLeod, Otter: Paul Saccoccia, Middle,
Jerry Child.

Jim MacLeod,
West Road Commissioner. Jim reported that
Ted Gradie is doing the roadside mowing this year and he has completed all the
roads except in the West Carry Pond Area.
Five areas had been prioritized for roadwork this summer, but finances
were such that only four projects were completed. Jim thanked Leo Beane for his good work on
the roads as well as Art and Dave Royce for helping Leo. Jim also thanked the group of volunteers that
helped to construct 10 new water bars and that will be installed next
week. Volunteers included Steve and Lisa
Blanchard, Jim MacLeod, Jr., Art Bridges, Peter Ware and Norm Kalloch.
Jim also
told the membership that he collected $710 in donations for last winter’s
plowing at the end of the Spring Road.
He paid Seth Mayberry $500 leaving a balance of $210 for the upcoming
winter plowing. Anyone wishing to donate
to the winter plowing fund is to contact Jim MacLeod.
Stan
Giguere, East Road Commissioner was unable to attend, but had reported at the
Directors Meeting major grading to the Mountain Road, brush cutting on the
Mountain Road and the North Gate Road as well as gravel spread where needed on
the North Gate Road.
Peter
Bryant, Overseer of the ATV cards told the membership that he had cards available,
if any one needed them. Everyone should
have the current card that expires in 2017.
President,
Runyon reported that Dirigo Timberland has bought the former Tom Dickson, Jr.
property near and adjacent to Middle Carry Pond. It is uncertain if buyers of future camp lots
will be required by deed to belong to the CPA and share in the expense of road
maintenance. Blaine Miller of Dirigo, said
in a letter to Sandy they probably would use language in future deeds similar as
to what Tom Dickson, Sr. wrote in many of current property owners deeds concerning
sharing in the cost of the road system upon the formation of a road
association. Dirigo also plans to add
their own padlock to the Mountain Gate and Middle Carry Gate. Both gates will be double locked. CPA will have their padlock and Dirigo theirs
attached to the same pin.
Elections:
Sandy
reported Larry Stowell does not seek nomination for another term and expressed
his appreciation for Larry’s contributions the CPA. Also, Sandy does not want to continue as both
a director and an officer and feels it would allow another voice on the Board
of Directors by not being nominated for a new term as a director.

The President
opened nominations to the floor. None
received and one ballot cast for the above slate of officers/directors.
Other items:
Dave Royce
presented several issues:
1. Brush cutting for the West will be September
10. Volunteers are needed and very much
appreciated. Contact David Royce if you
can help. A get together at Royce’s camp
will follow the work session.
2. The
current brush pile at the culvert laydown area across from Peter Bryant’s at
West Carry Pond is just for brush. It is
requested that demolition debris not be left there. Several members have wheeled tractors that
would gladly push the pile back, but will not do so if there is debris with
nails. Demolition materials need to be
taken to your local transfer station.
3. A
reminder to everyone to be careful having outside fires. It has been extremely dry and people need to
be conscious of the situation.
David Royce read
a letter from Carrie Beane addressed to the CPA Officers and Directors with
concerns about the Carry Ponds Association. A lively discussion followed. President Runyon agreed to have a board
meeting and discuss the letter.
Peter Bryant
asked about the East Carry boat launch. He
stated that there are several logs and rocks that prevent an easy launch and
asked if these obstacles could be removed.
The situation is compounded by this summer’s low water. Several people present said it is not the
CPA’s responsibility to remove these obstacles.
It was also noted that the East Carry launch area is owned by Fireside
and the Middle Carry Launch owned by Dirigo.
Meeting
