Carry Ponds Association Board Meeting
August 6, 2016

Present:
Sandy Runyon, Wanda Calder, Norm Kalloch, Jerry Child, Paul Saccoccia, Jim MacLeod, Stan Giguere, John DiPierro, Mike Hastings, Michelle Saccoccia

President Runyon opened the meeting at 10:05 AM.

West Road Commissioner, Jim MacLeod gave a summary of the road work completed this year by Leo Beane.  Five areas were marked as priority, but funding allowed only the completion of four.  Water bars remain to be installed with that work scheduled to be completed next week.  Ted Gradie is doing a good job roadside mowing with only the West Carry Roads remaining to be mowed

East Road Commissioner, Stan Giguere noted that the Mountain Road was graded and all reports say it is in fine shape.  In addition, gravel was spread in needed areas along the North Gate Road as well as some brush cutting on the North Gate Road and Mountain Road.

A brief discussion on best management practices for filling and eliminating potholes in CPA roads once rocks have been re- moved. 

Keeper of the Keys, John DiPierro reported that the Town of New Portland has received a contract from the State to provide fire protection services for properties in the West Carry area.  He will be giving a CPA Key to Kip Poulin, New Portland Fire Chief.  A new lock to the North Gate will be given to Paul Saccoccia, as the current one is broken.

Problems with gates (other than keys) need to be directed to the following individuals:
East:      Stan Giguere
West:     Jim MacLeod
Middle:  Jerry Child
Otter:      Paul Saccoccia

(note: after meeting it was noted that , Norm Kalloch, Art Bridges and Dave Royce have extra locks and will remain contacts for gate issues for the West (rather than Jim) and Stan  Giguere would cover both  East Carry and Otter pond gates for the same reason (rather than Paul)

Sandy brought the officers and directors up to date on the Dirigo Timberlands purchase of the former Tom Dickson lands adjacent to and near Middle Carry Pond.  The main concern is the uncertainty if new landowners purchasing camp lots from Dirigo will be required to join the CPA and thereby contribute financially to annual road maintenance.  Dirigo indicated they probably would use language in their deeds to encourage buyers to join the CPA.  In addition, Dirigo plans to put double paddle locks on the Mountain Gate and Middle Carry Gate giving both entities their own keys for access to the CPA road system in that area.  Dirigo said they would repair any road damage caused by their logging operations.  Dirigo appears to favor boat launches, but may relocate the existing boat launch at Middle Carry.  Sandy noted a camp lot on Middle Carry belonging to Dirigo is on the market. 

All present felt that Dirigo Timberlands will be a good neighbor to the CPA and only wants to clear up the uncertainties relative to CPA membership by future property owners as camp lots are sold.

President Runyon, will send Blaine Miller of Dirigo a copy of our membership agreement for his review and suggested use for new landowners.

  Secretary Kalloch will report to Sandy how many property owners have signed and returned the Camp Owner Agreement.
