Condition of CPA Roads
Jim MacLeod, Road Commissioner West
Jim reported that over all, the roads
in the west are in reasonably good condition.
This year’s work plan includes, but
not limited to:

replace
the culvert near the David and Maryellen Royce cabin
-
water
issue near the Greg Myrdal property
-
water
issue between McGowan and the Prince property
-
pot
hole just outside Spring Road gate
-
grading
where needed to restore the crown of the road
Jim, Leo and David Robinson will evaluate needed road work
following the Board meeting.
It was agreed to add extra boulders adjacent to the outlet
gate to prevent access.
The possibility of leaving the gates open during the winter
months will be an item on CPA annual meeting agenda.
Charlie Pease has agreed to do road side mowing for the same
price as last year; likely late July or early August.
Stan Giguere, Road Commissioner, East
Stan reported that there are many rough areas within the road
network that will require a considerable amount of gravel to repair. A grader
to restore the roads might be needed once timber harvesting has been completed.
Bob Smith, Jerry Child and Stan will evaluate what needs to be done for road
maintenance in the East. Walter will explore the possibility of Dirigo grading
the roads once the company has finished logging.
Update on lock situation, Dirigo Timberlands Walter Purda
Walter gave
everyone a brief update on the acquisition of property sold by Tom Dickson to
Dirigo Timberlands last year. As everyone could see, Dirigo has done some
timber harvesting in the East Carry, Middle Carry area last fall and winter.
Upon conferring with Blaine Miller, one of the co-owners of Dirigo Timberlands,
he indicated that they were all done harvesting in the CPA area for at least
the next couple of years. The association was welcome to go back to the single
lock pin arrangement that we previously had. Mr. Miller agreed to look over the
roads that were used during the harvest and do any repairs where necessary. He
indicated that they had opened up a gravel pit in the Middle Carry area and
graciously offered the association free use of their gravel to maintain our
roads.
He asked the
association for 3 more keys that would be kept in his office for the three
owners of Dirigo in case they needed to access the CPA roads. If there were any
keys that had been given to Dirigo in the past, they are presently unaccounted
for. Walter agreed to hand deliver these keys to Dirigo free of charge.
Walter reminded the board that Dirigo now owns the roads in the East and Middle Carry Ponds area and keeping good relations with them is in the best interest of the association.
Otter Pond Lock Situation Stan Giguere
Stan recapped the issue of the stolen
locks at the back gate to Otter Pond. Last fall several locks and pins were
stolen, costing the CPA significant money to replace. As a temporary security measure,
Paul Saccoccia put a non CPA lock on the gate last fall. Stan has a key to this
lock.
The Board voted to put a CPA lock
back on this gate. It will be a
different lock from the one used on the other CPA gates. Anyone wanting access to Otter Pond through
this gate to fish can get a key from John DiPierro who will keep a record of keys
issued. The keys will be free. Keys to
the new lock will be given to the Maine Forest Service and game wardens.
‘No Dumping Sign’, WCP. Walter Purda
Walter talked to Gerry Poulin, Wagner
Forest Management, concerning the no dumping sign posted in the clearing across
from Peter Bryant’s. The explanation was to discourage people from discarding
building debris, appliances, etc., on their (Bayroot) property. Walter asked Mr. Poulin to consider restricting
the area to brush only, and that the CPA would police the area to make certain
that such an agreement was enforced. Mr.
Poulin told Walter he would consider this request. Walter will call him in a couple of weeks for
his decision.
Individual key discussion Walter Purda
The board agreed to reimburse Peter
Ware $20 for returning two keys after he sold his property. The board decided
not to adopt a formal policy for returning keys. However, when a property
changes hands the board encourages the present owner to give the new owner the
two free keys he/she received when the property was purchased, and return any
extra keys to the CPA for reimbursement at $10 for each key returned.
Annual Meeting
The Carry Ponds Association annual
meeting will be Saturday, August 4, 2018 at the West Carry Pond Dam site. The Board thanks Carrie and Leo Bean for
allowing us to use their property for the annual get together. The secretary will send out the announcement
to all members, with a special invitation to all new land owners at the Carry
Ponds. There will be a potluck meal, prior to the business meeting.

Directors/Officers Nominations
Background. Jim MacLeod and Jerry Child whose terms
expired in 2017 were reappointed by the board to a one year term as the 2017
annual meeting lacked a quorum to elect officers and directors. Walter Purda
was voted President by the Board. Walter relinquished his position as director
and Stan Giguere was appointed director to fill his position until the 2018
annual meeting. At that time Stan would run to fill the remainder of Walter
Purda’s term (2019). Paul Saccoccia’s
term as director expires in 2018.
President: Walter Purda has agreed to
run for office for a second term
Treasurer: Wanda Calder has agreed to
run for another term
Secretary: Norm Kalloch will not seek
another term.
Directors: Stan Giguere, Jim MacLeod,
Jerry Child and Paul Saccoccia are willing to serve another term.
Anyone interested in running for
secretary is urged to let their feelings be known at the annual meeting.
Additional nominations for all
positions can be made from the floor at the annual meeting.
Other business
A revised cover letter that is sent
to all new property owners along with the membership agreement was accepted as
written.
The Board agreed that all landowners
are welcome to work on their own to
improve the Carry Ponds Association roads, and are encouraged to do so. This
includes cutting brush, use of the CPA rock rake, removing stones and filling
in holes with gravel.
