Board of Directors Meeting
June 18, 2016

The meeting was called to order by President, Sandy Runyon at 9:00AM

Present: Sandy Runyon, Wanda Calder, Norm Kalloch, Larry Stowell, Stan Giguere, Ted Gradie, Jim MacLeod, Mr. and Mrs. Jerry Hall, Mike Hasting, Juddy Calder



2016 budget

Wanda reviewed current financial status.  Wanda reported that the road assessment for 2016 is 56 property owners in the West Carry Pond, 44 property owners in East, Otter and Middle Carry ponds.  Total Road dues for 2016: $15,300.  The allocation of 2016 road funds is 56% and 44 % respectively.

After a brief discussion, it was voted and approved that the 2016 budget balances’ would be as follows:

                        -  Administration        $536.79
                        -  Contingency         $4874.37
                        -  West                   $ 6710.46 (including $160.47 carry over from 2015)
                        - EOM                   $ 7036.98 (including $1386.98 carry over from 2015) 

Unpaid road Assessments: 
                          - EOM    -0-  
                         -  West -   $750

  
Annual Meeting 

Wanda will check with MaryEllen Royce to see if she is still willing to put on a chicken barbecue at the CPA annual meeting.  Sandy will contact Leo Beane for permission to use the dam site for the annual meeting.  Norm will contact Peter Ware to see if he will make arrangements for the porta- potty and Sandy will talk to Steve Sperry about the use of his tent.


Board/Officer Nominations
The following are nominees for the Officers for 2016/2017.
President: Sandy Runyon
Secretary:  Norm Kalloch
Treasurer:  Wanda Calder
There will also be two board vacancies this year - Sandy Runyon and Larry Stowell.  Both have decided not to be re-nominated.   Two potential candidates will be contacted to determine if they are willing to have their names placed in nomination for a directorship.  Additional nominations will be solicited from the floor.


New Business:

Jim MacLeod and Sandy Runyon will attend the Maine Alliance for Roads Association annual meeting July 12.

Winter parking---- Jim MacLeod reported a number of property owners contributed towards the winter plowing fund to maintain a parking area at the junction of the Long Falls Dam Road and the Spring Road. Jim is very pleased with the response to help pay for winter plowing. 


ATV cards

CPA property owners are entitled to an ATV card(s) that note permission to use ATV/UTV’s on CPA Roads.  Contact Peter Bryant for obtaining these free cards. 

These cards can be presented to a warden, landowner or a landowner’s representative to show the CPA has a travel easement over the following Roads: Spring Road, Storey Road, Dickson Road, Mass Pike, North Gate Road, Otter Pond Road, Middle Road and Eagle Trail. 

The current card has an expiration date of 04/29/2018.  Property owners need to contact Peter for a current card(s).

4- wheelers are only allowed on private roads (paper company roads) with the permission of the landowner or where an ATV club has obtained such permission.   


Roads

There was a brief discussion on the cost of trucking gravel due to the long distance from known pits to roads sections needing repair and the need to minimize erosion and excessive runoff to the ponds.  In addition, Jim MacLeod reported he is working to find someone to do road side mowing.  Jim and Ted Gradie met with Phil Curtis who consults with the Maine Local Road Center to get his ideas about maintaining and improving our road system.
