June 27, 2015
Beane’s Camp
Present: Wanda Calder, Ted Gradie, Leo Beane, Jerry Child,
Jim MacLeod, Sandy Runyon, Larry Stowell, Norm Kalloch, MaryEllen Royce.
The meeting was called to order at 9:02 by President Runyon.
Order of Business:
Treasurers Report
and Budget Proposal (Report
filed)
-Contingency is overdrawn because of the two new bridges
built in 2014.
-Key fund has increased due to excellent job by K of K John
DiPierro.
-Abbiati’s dues have not been paid.
-$ 1,000 of Young’s past dues went beyond the statute of
limitations. What will be collected per agreement is $900.
-Treasurer suggested three budgets. (see Budget 2015
Proposal). Discussion followed.
Motion: Moved by Jim
MacLeod to accept Proposal 3.
Seconded Larry
Stowell. Passed
Road Work:
-Two running planks to be added to the outlet bridge for
safety reasons. Leo will obtain the planks at association expense, David Royce
and volunteers will spike them down with Leo’s directions.
-Roads are in good condition in EOM and West and a
maintenance program should be implemented; grading so that side gravel can be
reused without the expense of always trucking it in.
-Member questioned what became of the rule that Road
Commissioners’ and the Directors in their section along with interested others,
come up with a plan for road work. Larry Stowell, Jim MacLeod and Leo Beane
will meet and formulate a plan for the West. No date for meeting set.
-Maintenance in EOM is basically between Stan G. and Charlie
Rollins. Wanda C. keeps in touch with them on
needs. No meeting date was set, no plan evident at the meeting as Stan Giguere
was not available.
-Rake has not been used as yet. Little instruction is needed
to operate, but it is advised that the short lesson would be warranted.
New Owners Dues:
-T. Grunwald sold his property in EOM, and new owners sent
in dues for this year.
-Since the dues have been paid do we send it back?
-Discussion: Is it “road assessment” OR “membership dues?”
-Discussion followed regarding our present status as a road
association or possibly researching and becoming a Statutory Road association.
-Suggested that we keep the money and post it as
“Contribution.”
Statutory Road
Association:
-The president attended a spring informational meeting for
road association officers.
- Would not be similar to Limited Liability we have now. The
benefit would that we could put an encumbrance on the property if in fact the
owner did not pay for road maintenance. The president thinks we might be able
to be both.
-Leo Beane remarked that David Robinson, Carrie Beane and he
owned the roads.
-More discussion and research needs to be done on this issue
and it will not be accomplished prior to the annual meeting.
Keys:
-Keeper of the Keys, John Dipierro with the help of Jim
MacLeod made easy work of changing the locks on MLK weekend. It was a smooth
transition and John will make a report at the Annual Meeting.
-New locks have been provided to several members who are
most always around when problems arise. --They are in the west, David Royce,
Art Bridges, Norm Kalloch, in EOM is Stan Giguere.
Annual Meeting:
Saturday, August 1, 2015
Beane’s Camp
12:00 Lunch
1:00 Annual Meeting
10:00 Officer and Director’s Meeting at Beane’s prior to
Annual Meeting
Since it is at the Beane’s, Carrie and MaryEllen will
co-anchor the event.
Thanks go always to the Beane’s and David Robinson for their
land use and hospitality.
Tom Dickson’s Gravel
Pit:
-Norm Kalloch and Jerry Child have had and will continue to
have discussions with Tom Dickson and others regarding the transfer of Dickson
land to paper companies, the legal issue of residual rights to using the
gravel, and stumpage fees.
-Apparent work by both has been done but more is needed.
Dues and Number of
Mobil Homes:
-Fireside had seven (7) trailers in on Memorial Day which
have stayed. In the past they pay road dues for four (4). Another discussion
occurred regarding this issue and will be again by the President.
-On the West Pond, three (3) trailers have been parked and
only one (1) dues has been paid. In the past (Norm’s presidency) when
confronted, the trailers were removed each week. Do we want this precedence to
continue? What is the solution for this member?
Membership
Agreements:
-Prior to the meeting there were sixty-three (63) signed
agreements.
-More agreements were given to the secretary for filing at
this meeting and will be completed by the Annual Meeting.
-Perhaps that will bring the number up to seventy (70)
understanding there is duplication when two individuals sign for one property.
-Count will be corrected for Annual Meeting.
Boat Launches:
-Jerry Child will speak with Tom Dickson regarding the use
of the Middle Carry boat launch if in fact the large acreage of land is sold.
Discussion followed.
Winter Parking at
the West
-Jim MacLeod brought up the issue of parking.
-Discussion results: Keep it out of association business.
Ask for donations from those who benefit from the plowing. Ask the Trails and
Huts person to plow as he has before. Jim will take care of details. Will speak
on this as part of “For the Good of the Cause” annual agenda item.
